Make sure Oracle Forms already in version 10.1.2.3.0, see Note 559067.1 to install ODS 10.1.2.3 (Patch 5983622) on Windows Vista.

The Oracle Home f:\devsuitehome_2 is not registered with the Central Inventory.
OPatch was not able to get details of the home from the inventory.
Make sure that Windows ‘System32′ directory is in your PATH. For example, C:\WI
NNT\System32
ERROR: OPatch failed because of Inventory problem.
OPatch returns with error code = 100

The Oracle home may not be present in the Central Inventory. This may occur because of a corrupted or lost inventory, or the inventory may not be registered in the Central Inventory. For more information, see “Diagnosing and Recovering from Central Inventory Corruption“.
